NHAI Signs MoU to Boost Road Safety on National Highways


The National Highways Authority of India (NHAI), through its subsidiary Indian Highways Management Company Limited (IHMCL), has signed a landmark Memorandum of Understanding with five leading commercial vehicle aggregator platforms, marking a significant leap forward in the use of technology for highway safety, driver engagement, and operational efficiency. The MoU was signed at the NHAI Headquarters in New Delhi in the presence of Shri Santosh Kumar Yadav, Chairman, NHAI, and Shri Vishal Chauhan, CMD, IHMCL — a signing that signals India's intent to place commercial drivers at the centre of its national highway road safety strategy.

The signing ceremony brought together senior officials from NHAI and IHMCL alongside representatives from five aggregator platforms: WheelsEye Technology India Pvt. Ltd., BlackBuck Ltd., TrucksUp Solutions Pvt. Ltd., TruckSuvidha — Sarvodaya Infotech Pvt. Ltd., and Saffron Navigators Pvt. Ltd. Together, these platforms collectively reach millions of commercial vehicle drivers operating across India's national highway network — a reach that gives this collaboration an unparalleled potential to transform road safety culture and highway governance at scale.


The MoU is built on a recognition that commercial vehicle drivers — truck operators, logistics providers, and freight carriers — are among the most frequent and consequential users of India's national highways. Their safety, awareness, and active participation in highway governance can directly influence accident rates, emergency response times, and the overall quality of the highway experience for all road users.


Leveraging Technology for Safer Highways


Real-Time Safety Alerts Through Rajmargyatra App


At the heart of the collaboration is the integration of aggregator platforms with the Rajmargyatra App — NHAI's flagship digital platform for highway users. Under the new framework, aggregator platforms will channel real-time road safety alerts directly to commercial drivers through the app and in-app notifications, keeping them informed of critical on-road conditions as they arise.


Safety alerts will cover a comprehensive range of hazards including accident-prone zones, road diversions, active construction sites, stray animals on the carriageway, and adverse weather conditions. For drivers navigating long-distance routes — often through unfamiliar terrain, at night, or under fatigue — these real-time updates can be the difference between a safe journey and a fatal accident.


Closing the Information Gap for Highway Drivers


The integration addresses a long-standing information gap that has contributed to accidents on Indian highways. Drivers have historically lacked timely, reliable information about road conditions ahead — forcing them to rely on word of mouth, visual cues, or sheer instinct when encountering hazards. By delivering structured, geo-tagged road safety alerts through platforms that drivers already use daily, this initiative closes that gap in a manner that is both practical and scalable.


Participative Governance Through Driver Engagement


Jan Bhagidari — Driver-Led Reporting Initiative


One of the most innovative dimensions of the MoU is the introduction of a driver-led reporting mechanism under the Jan Bhagidari initiative. Drivers will be empowered to report geo-tagged highway issues directly through their aggregator apps — including potholes, damaged crash barriers, non-functional streetlights, and faded road markings. These reports will be integrated into the Rajmargyatra ecosystem for centralised tracking and timely resolution by the relevant highway authorities.


Turning Drivers into Highway Guardians


The Jan Bhagidari model represents a fundamental shift in how highway maintenance is monitored. Rather than relying solely on scheduled inspections by NHAI engineers — which can miss rapidly developing defects between visits — the initiative harnesses the collective eyes of thousands of commercial drivers who traverse every stretch of the national highway network every single day. This crowd-sourced reporting model can dramatically reduce the time between a defect appearing and being repaired, directly improving road safety outcomes for all users.


Emergency Response and Road Safety Awareness


One-Click Access to National Highway Helpline


To strengthen emergency response capabilities on national highways, aggregator apps will feature a dedicated Call 1033 button — providing drivers with one-click access to the National Highway Helpline in the event of an accident, breakdown, or emergency. Drivers who consent to share their geo-location will additionally receive faster ambulance dispatch updates and information on the nearest hospital with trauma care facilities, significantly reducing the critical time gap between an accident and the arrival of medical assistance.


Promoting Responsible Driving Behaviour


Beyond emergency response, the initiative will actively promote responsible driving behaviour through road safety awareness videos delivered directly through aggregator platforms. Content will cover key safety topics including over-speeding, lane discipline, safe stopping practices, and prompt helpline usage — reaching drivers in the cab, in their own language, at moments when they are most receptive to safety messaging.

Aggregator platforms will track driver engagement with awareness content and share periodic participation metrics with NHAI and IHMCL, enabling data-driven assessment of the initiative's road safety impact over time.


Recognition for Safe Drivers — Vishisht Saarthi Programme


Honouring Exemplary Highway Safety Adherence


The MoU introduces the Vishisht Saarthi programme — a structured recognition framework for commercial drivers who demonstrate exemplary adherence to highway road safety norms. Drivers meeting defined safety benchmarks will receive digital badges and certificates, creating tangible, shareable markers of their commitment to responsible road behaviour.

The programme addresses a cultural gap in India's road safety ecosystem: while violations are routinely penalised, safe behaviour has historically gone unrecognised. By celebrating drivers who consistently follow road safety norms, the Vishisht Saarthi initiative fosters a positive safety culture within the commercial driving community — one built on pride, peer recognition, and professional accountability rather than fear of enforcement alone.


Enhanced Transparency and Toll Feedback Mechanism


Structured Feedback on Toll Plaza Operations


The MoU also introduces a structured mechanism for drivers to provide feedback on toll plaza operations, covering wait times, lane efficiency, pricing transparency, and available amenities. This feedback channel gives NHAI a continuous, ground-level view of the toll experience from the perspective of the drivers who use these plazas most frequently — enabling targeted improvements where they matter most.


Resolving FASTag Issues Efficiently


Drivers will additionally be able to report FASTag-related issues — including incorrect toll deductions and delayed transaction postings — directly through their aggregator apps. These reports will be escalated for coordinated resolution with relevant stakeholders, reducing the friction and financial disputes that have been a source of frustration for commercial drivers since the nationwide rollout of electronic tolling.

This MoU marks a defining moment in India's journey toward digitally empowered national highways.
