Chief Minister A. Defensive Driving Culture: The initiative aims to institutionally establish a culture of defensive driving throughout the state. This means training drivers to anticipate potential hazards, maintain safe following distances, and prioritize collision avoidance over aggressive driving practices.
Systemic Strengthening: The campaign seeks to strengthen road safety systems comprehensively from the village level all the way up to district administration, ensuring coordinated responses and consistent enforcement across all geographic areas.

DGP Reddy has instructed all police personnel—from senior officers to the lowest level staff—to work wholeheartedly to make this movement successful. This top-to-bottom commitment ensures that every member of the police force understands their critical role in achieving the campaign's objectives.
The ultimate vision involves transforming Telangana into a model road safety state for the entire country through collaboration with students, youth, celebrities, non-governmental organizations, corporate entities, media outlets, public representatives, all government departments, and the judiciary.
Dangerous Driving Habits Under Enforcement Focus
High-Risk Traffic Violations Targeted
The DGP clarified that this campaign will specifically concentrate on the most dangerous driving behaviors that contribute to serious accidents and fatalities:
Helmet and Seatbelt Violations: Special attention will be paid to riders not wearing helmets, particularly pillion riders who are often overlooked in enforcement efforts. Additionally, police will strictly enforce seatbelt usage requirements for both front and rear seat passengers.
Distracted and Impaired Driving: Using mobile phones while driving and drunk driving represent two of the most lethal behaviors on Telangana roads. The campaign promises zero tolerance for drunk driving with rigorous checkpoint operations.
Reckless Driving Practices: Enforcement will target wrong-side driving, signal jumping, crossing stop lines, improper overtaking from the left side, and the dangerous use of high beam lights that blind oncoming traffic.
Commercial Vehicle Violations: Auto-rickshaws face scrutiny for overloading on highways and violations of meter and uniform regulations, while all commercial vehicles will be monitored for compliance with safety standards.
Multi-Level Implementation and Coordination Strategy
District-Level Leadership
The campaign will be implemented at the district level under the direct leadership of the Police Commissioner or District Superintendent of Police, working in close cooperation with district-level officers from all government departments. Grassroots Community Involvement
At the divisional level, Sub-Divisional Police Officers (SDPOs) will oversee implementation, while at the mandal level, Circle Inspectors (CIs) and Sub-Inspectors (SIs) will coordinate activities. Perhaps most importantly, village traffic safety committees chaired by the Sarpanch will create awareness among rural populations who often have limited exposure to traffic safety education.

Partnerships with SERP (Society for Elimination of Rural Poverty) and MEPMA (Mission for Elimination of Poverty in Municipal Areas) groups ensure that economically disadvantaged communities receive equal attention.
Uniform Statewide Implementation
DGP Shivadhar Reddy has instructed all Police Commissioners and Superintendents of Police to implement the 'Arrive Alive' movement uniformly and comprehensively across the state, ensuring consistent messaging and enforcement standards regardless of location.
